On July 14, 2021, Medellín was declared a Special District of Science, Technology, and Innovation through Legislative Act #01. On September 29, 2022, the Colombian Congress approved Organic Law Project 371 of 2022, which, together with Project 141 of 2021, regulates the district’s operations.

- Medellín is now a district, not a municipality
A district is a territorial entity with administrative autonomy, governed by its own authorities with special powers, different from those of municipalities and departments.
- This change recognizes a special focus of the territory
The law acknowledges Medellín’s commitment to generating science, technology, and innovation, granting it a special administrative regime.
- The law provides tax benefits and incentives for STI companies
As a Special District, Medellín can offer various benefits to companies dedicated to science, technology, and innovation to continue boosting these activities.
- Benefits extend to other municipalities in the Aburrá Valley Metropolitan Area
The Aburrá Valley Metropolitan Area (AMVA) will maintain its functions but can choose whether to adopt administrative adjustments required for Medellín as a district.
- With Medellín, Colombia now has 12 Special Districts
The Colombian Constitution includes several Special Districts, with Medellín joining others like Bogotá, Barranquilla, Cartagena, Cali, and Santa Marta, each recognized for unique aspects such as tourism, culture, or innovation.
